Overview

Gedeon GRC Consulting provided construction inspection services for the construction of a new bridge carrying the I-278 Brooklyn-Queens Expressway over Newtown Creek on the Brooklyn/Queens border — Phases I & II. Major elements included:

• Construction of a new cable-stayed main structure consisting of steel edge girders, steel floor beams, precast deck panels, stay cables, cable shielding and anchorages, cast-in-place concrete footings, anchor pier columns, cap beams and pylons
• Approximately two miles of structures for the new Brooklyn and Queens approaches — PCEF girders, cast-in-place reinforced concrete footings and piles, pier columns, cap beams, cast-in-place reinforced concrete deck and new precast modular retaining walls along the approaches
• Reconstruction of seven local ramps with new concrete pavement and barriers for the new bridge and certain neighboring streets within the project boundaries
• Approximately four miles of concrete pavement and barrier sections of I-278 BQE between Varick Avenue and 54th Road
• New landscaped areas and a plaza by Meeker Avenue
• Highway appurtenances including signage, guide rails and concrete median barriers
• Work Zone Traffic Control (WZTC) requiring detours, lane closures and night and weekend work
• Utility relocation and construction of water mains, sewer lines, gas lines, electrical cables, telephone cables and ITS, plus a new highway lighting system

Services included ensuring all work was performed in conformance with the contract documents — detailed inspection, on-site field testing of materials, field measurement, data collection and progress reports.

CM & QA for the Phase I Design-Build

Gedeon GRC also provided consulting services for construction management and quality assurance on the Phase I Design-Build replacement of the Kosciuszko Bridge over Newtown Creek — construction of a new 1.1-mile-long viaduct whose Design-Build contract included a 600-foot-long cable-stayed main span carrying the eastbound BQE over Newtown Creek adjacent to and east of the existing bridge (BIN 1075699).

The general scope included site supervision and compliance with the Design-Builder’s Quality Control Plan — ensuring all requirements, standards and schedule were met, verifying safety, performing workmanship quality control, and supervising material testing so that all tests were performed in compliance with ASTM requirements and standard specifications under the QA plan — along with preparation of complete daily reports of construction activities. All work was performed in accordance with the Manual of Uniform Record Keeping (MURK).
