Overview

Gedeon GRC Consulting provided resident engineering inspection services for the reconstruction of the approximately 1,393.4-foot-long Park Avenue Tunnel, which carries one lane of traffic north under East 33rd Street to East 40th Street in Manhattan. Constructed in the 1850s and previously known as the Murray Hill Tunnel, the structure originally carried two-way traffic; in 2008 it was condensed to one-way operation due to hazardous conditions including speeding and constrained sight distance at the 33rd Street exit.

Scope of work

The reconstruction scope included, but was not limited to:

• Replacement of the tunnel, approach roadways and curbs, drainage systems, tunnel lighting, fire detection system and carbon monoxide monitoring
• Removal of the tunnel roof liner, waterproofing, restoration of tunnel walls, rehabilitation of tunnel portals and upgrading of the tunnel ventilation system
• Abatement of lead and asbestos-containing materials
• Street-intersection safety improvements, incorporation of AASHTO railings, and removal of barriers and fences

Resident engineering inspection

REI services included reviewing the contractor’s mobilization requirements — drawings, work permits, insurances, work schedule, manufacturers’ specification data sheets, MPT plans and permits — monitoring the contractor’s operations, and processing contractor payments. The assignment also required field measurement and collection of data necessary to submit monthly and final estimates and progress reports, and preparation of record plans showing all changes from the contract plans. All records were kept in accordance with MURK.
